In Memory of Elliot Bredhoff*

This is the 2025 fellowship description for this mentor organization. 

The United Steelworkers is the largest industrial union in North America. Established in 1942, our members work in just about every sector of the North American economy, including metals, glass, rubber, paper, plastics, mining, and refineries, as well as health care, transportation, utilities, and other services in both the public and private sectors.

The United Steelworkers Legal Department currently has thirteen attorneys on staff practicing in its Legal Department in Pittsburgh. We engage in litigation on behalf of our members before the National Labor Relations Board, the federal district and bankruptcy courts, and the federal courts of appeals. We also provide legal advice and support in strike situations, organizing campaigns, contract negotiations, internal union governance, health and safety, labor education, grievances and arbitrations, and day-to-day workplace disputes. We are called upon to give advice not only on matters of traditional labor law, but also on federal employment statutes such as Title VII and the FMLA, as well as state workers' compensation and unemployment insurance.

The Peggy Browning Fund Summer Fellow will perform extensive legal research and writing to assist the Legal Department's attorneys in all aspects of the Department's work, including writing briefs and advising staff and officers. In addition, the Summer Fellow may have direct contact with the Union's staff and officers, as the Fellow will be called upon to assist attorneys in fact-finding and case-assessment tasks. The Fellow may also have the opportunity to attend depositions, hearings, and oral arguments. Supervision and guidance will be provided by the assigning attorney in order to assure the successful completion of any assignment.

2025 Peggy Browning Fellows will work in-person in our Pittsburgh offices.

The United Steelworkers will provide additional compensation to the Peggy Browning Fellow beyond the normal ten-week stipend of $7,000.

* The Peggy Browning Fund dedicates this fellowship to the memory of our good friend Elliot Bredhoff, one of the nation's leading labor lawyers, who died on November 2, 2004. Elliott was a partner in the firm of Bredhoff & Kaiser and represented many well-known labor unions. He was special counsel to the Steelworkers from 1965 to 1991. For nearly thirty years, he was also general counsel to the Industrial Union Department of the AFL-CIO. He appeared before the United States Supreme Court and Appellate Courts as a leading authority on labor law, constitutional law and civil rights issues. Three times in the 1980's, the National Law Journal named him one of the hundred most influential labor lawyers. Since the founding of The Peggy Browning Fund, Elliot was a member of the Advisory Board as well as a good friend and supporter. He regularly attended Board meetings, and his counsel and advice were invaluable.
